Ms Vladlena Eliseeva gained MBA from the Lovanium International School of Management and MSc in Engineering from St Petersburg State Electrotechnical University.
She worked for 5 years at the St Petersburg City Government being responsible for international projects aimed at SME Development where she gained experience in developing policies and administering programs to promote development of SME.  She is experienced in Cross-Border Co-operation and familiar with EU funding instruments (Tacis, Phare, INTERREG, Neighbourhood Programmes). Ms. Eliseeva is large experienced in capacity building in preparation and implementation of projects within different funding instruments. She has experience in providing Technical Assistance to European Commission under Phare/Tacis CBC Small Project Facility, IBPP, Tempus, Neighbourhood Programmes.

Ms Eliseeva is experienced Project Manager, Project Co-ordinator and Member of Steering Committee for a number of international cooperation projects in environmental field. Currently Ms. Eliseeva represents the North-West Funding Service Centre - an NGO working with SMEs which will be networked into a “Platform for Collaboration on Sustainability for SMEs and Communities” within the current project. Being an expert on project preparation and implementation, she will play an active role in elaboration of two pilot sustainability projects which are collaboration between NGOs, SMEs and Local authority.

Actual expertise and long term experience in programming and promoting  transnational and cross border neighborhood programmes acting as  a member of the RU Task force of the Russian National Sub-Committee of the Baltic Sea Interreg IIIB Programme. Experience in management and consultancy particularly for North West regional and local stakeholders in developing transnational and CBC projects, organizing informational seminars and conferences in all eligible NW regions of Russia working as a key senior expert of St Petersburg Info point BSR Interreg IIIB Neighborhood Programme.

Russian Economic Developers Association (ASSET) incorporates individual practitioners, scientific workers, experts and consultants, engaged in fostering economic development of towns and regions.

The Association was founded in 2003 under the auspices of the Eurasia Foundation, the University of Calgary – Gorbachev Foundation, the ICSER “Leontief Centre”.

Today the number of the ASSET members accounts for 136 experts – specialists on economic development of territories from 62 cities and regions of Russia, Italy, Canada, and Finland.

The principal goal of the Association is to foster socio-economic development of Russian regions through formation of the community of high professional territorial development experts.
